The California Dream Act

The California Dream Act allows undocumented AB 540 students to apply for and receive institutional scholarships, state-administered financial aid, and university grants. To check if you are AB540 eligible, please click here for the AB540 form.

The California Dream Act is composed of two bills:

AB 130: Allows eligible AB 540 students to apply for & receive scholarships at California public colleges and universities derived from non-state funds.

AB 131: Allows eligible AB 540 student to apply for and receive financial aid at California public colleges and universities partially derived from state funds.

You will need to fill a California Dream Act application every year that you want to receive aid. The application opened on December  31st and will close on April 2nd, 2024. For more information about the CA Dream Act, please see the California Student Aid Commission website, at:

Notice of Federal Student Aid (FSA) ID Account Creation Process for Individuals Without SSN:

The Education Department has issued a notice regarding collecting information for creating Federal Student Aid (FSA) ID accounts for individuals lacking a Social Security Number, connected with the Person Authentication Service (PAS). The department requested emergency processing from the  Office of Management and Budget (OMB) and is now inviting public comments until February 26, 2024. The notice provides details about accessing related documents and submitting comments. The information collection aims to enable individuals without a Social Security Number to access federal student aid programs. The process involves providing alternative identification documents and an attestation of identity. Emergency clearance was sought due to the impending launch of the 2024–25 FAFSA form to ensure timely access to financial aid.
